Guiyang, the capital city of Southwest China's Guizhou province, is speeding up its real estate registration process – having rolled out streamlined new commercial residential buildings and real estate certification – to extend the decentralization and reforms of its property management and services.

Vanke Metropolis, located in Guiyang's Yunyan district, became the first pilot area to implement the policy on March 29, heralding a new era for the city in the field.

On the day, a total of 16 house owners got certificates, without any waiting.

In recent years, Guiyang has made great efforts to upgrade its real estate registration services.

In addition, its bureau of natural resources and planning, together with various municipal departments, has moved to streamline processes for land use, planning approvals, construction permission and real estate registration – paving the way for much more convenience for applicants.

In order to refine the local approval system, Guiyang has tried to facilitate registration by companies of their construction projects. In addition, the city has established a real estate registrations center, to help real-estate developers to speed up their registrations.

To date, nearly 500 houses have been registered via the streamlined system and the transfer registration of 39 households was achieved, with an average processing time of less than three working days. Some services can be handled within one day, at the earliest.

Moving forwards, Guiyang will continue its pilot registration work, using the internet to improve its efficiency. It will also pick up the implementation pace for projects and optimize the local business environment, to better serve the public.
