(8) Firmly and extensively implement the three strategic actions for rural revitalization, big data and big environment.
The bureau extensively implemented the rural revitalization plan and carried out the collection of basic village information, covering administrative villages, village groups, scattered rural settlements, as well as established a model survey database covering various types of rural houses.
It completed basic information collection of more than 140,000 map spots in Guiyang city, providing accurate and detailed data support for municipal, county and township-level territorial area planning and village planning.
It actively utilized big data to promote the application of data-oriented urban construction.
It completed the collection of digital aerial photography in the entire area of Guiyang city, the whole area of Guizhou Shuanglong Airport Economic Zone and in the core area of the Guian New Area. It completed the acquisition of radar point cloud data in the six districts and surrounding areas of Guiyang. It also promoted the newly-added surveying and mapping of the 1:2000 digital topographic map of Guiyang, promoted multi-test integration and improved the Guiyang City Construction Project Approval Intermediary Management System.
Real estate registration is interconnected with municipal public enterprises to supply water, electricity, gas and cable television – to realize registration transfers and simultaneous transfers of utilities. A certificate is issued when a house is delivered. The housing construction department, court department and civil affairs department can share information on marriage registration data, which can provide citizens with high-quality and convenient services.
During the period, the bureau explored and expanded the business scope of "Internet+" and "Data Dedicated Line+" to achieve full coverage of mortgage processing at financial outlets. It replaced physical signatures and seals with electronic signatures and seals and ensured the authenticity of electronic loan contracts and mortgage contracts, as well as issued electronic real estate registration certificates.
During the period, the bureau promoted ecological protection and environmental restoration in mine management. It no longer approves new sand and gravel mines and has stopped accepting applications for boundary expansions and extensions. Within the city's third ring road, major scenic spots, national roads, provincial roads and county roads within the visual range of sand and gravel mines have all been closed.
The number of legal sand and gravel mines has been reduced year by year. The provincial government has restricted Guiyang's 154 sand and gravel mines and the number of mines has been reduced to 96 in the city.
The bureau actively promoted the construction of green mines in the city and established green mining development demonstration zones in Kaiyang county and Qingzhen city. A total of 74 historic mines covering 91.77 square kilometers were brought under control.
It also conducted environmental treatment of 22.93 hectares which contained 18 abandoned open-pit mines in the Yangtze River Economic Zone – in Kaiyang, Xifeng and Xiuwen counties in Guiyang city – and promoted preparations for the Guiyang City Mineral Resources Master Plan (2021-25).
