(9) Implement "strong provincial capital" five-year action
The bureau has implemented land use plan management reforms through practical actions. Ten major construction projects including the Taijin Line, Guantan Avenue, Jinge Road, the extension of Shubo Avenue, the first phase of Guiyang Rail Transit Line 3, the first phase of Guiyang Rail Line S1, the Guiyang Tourist Highway Ring, and the construction of Guizhou Sanjiang are recommended as national major projects, with site selection and construction land services.
In the first half of 2021, 173 construction site selections were demonstrated, and 35 construction project land pre-examination and site selection opinions were issued.
With the approval of the provincial government, the "Guiyang City Land Acquisition and Development Plan" provides land support for land acquisition and development for the protection of land for a strong provincial capital. The three-year rolling plan of Guiyang's land reserves for 2021-2023 and the 2021 land reserve plan of Guiyang have been compiled. In the first half of this year alone, the purchase and storage of 1,709.35 mu of land have been carried out.
The bureau used new technologies and new applications to seize opportunities to improve people's livelihoods. It has deepened the reform of real estate registration services, and led the province in realizing the "delivery of real estate as soon as the certificate is delivered" pilot project. The Guiyang Municipal Real Estate Registration Center made early interventions to provide active services, keep a close eye on the time limit for the delivery of the house, schedule the construction period, help development companies prepare the necessary materials for real estate registration, and coordinate with the taxation department to check and pay taxes and fees simultaneously.
The bureau carried out a large-scale survey on the use of construction land in Guiyang to improve the efficiency of land allocation, and promoted the economic and intensive use of land. It examined and reported on 45 batches of construction land, involving a total area of 1,015.59 hectares. The area of new construction land was 899.69 hectares, including 810.77 hectares of agricultural land and 494.53 hectares of arable land. A total of 73 construction land planning permits were issued, guaranteeing the construction of the city's land demand.
