In recent years, Guiyang in Southwest China's Guizhou province has been carrying out the national water-saving initiative, achieving mutual promotion of water conservation, pollution control, and emissions reduction, thereby driving high-quality urban development.

Guiyang strictly manages water usage quotas, ensuring planned water usage. Over 6,000 non-residential water users, including industrial enterprises, government agencies, schools, hospitals, and service companies with an annual water consumption of over 1,200 cubic meters, are included in the quota management system.

The government guides water users in implementing water-saving technological transformations. The city's industrial water reuse rate has increased from 14.7 percent in 2010 to 95.85 percent today. Guiyang has also established a smart fire-fighting big data management platform, creating a stable information chain through precise positioning, data collection, voice alarms, intelligent analysis, and accurate measurement, and allowing for the comprehensive management and monitoring of fire hydrants.

In September last year, Guizhou's first fully automated water meter production line was put into operation, with an annual production capacity of 300,000 units, further integrating Guiyang's smart water management and smart city development.

Guiyang is currently home to six universities, two secondary schools, and one community exploring the implementation of contract-based water-saving management.

Since Guiyang was first elected as a national water-saving demonstration city in 2011, it has developed 134.6 square kilometers of sponge city area. Its innovative practices in the management of the Nanming River have been promoted and applied in 22 provinces across the country. Additionally, the Nanming River was selected among the second batch of beautiful rivers and lakes in China.
