These "opinions" outline the construction plan for a Beautiful Guizhou, with significant progress expected by 2027.
The province aims to enhance its excellent ecological environment, promote green and low-carbon development, and strengthen the environmental security barriers in the upper reaches of the Yangtze and Pearl rivers.
Efforts will also focus on expanding the pathways for converting ecological resources into economic benefits, improving the ecological treatment system, and creating model practices at the city and county levels.
The goals for a Beautiful Guizhou are expected to be largely achieved by 2035.
Regarding land space planning, the "opinions" propose optimizing the spatial layout of agriculture, ecology, and urban areas and creating a unified map for developing and protecting the province.
A comprehensive land use regulation and planning permission system will be established, the ecological environment zoning control system will be improved, and a linkage mechanism between ecological zoning, land space planning, and industrial access will be explored.
A more refined land space development and protection system based on unified land use regulation is expected to be in place by 2027. A land space pattern characterized by efficient production, beautiful ecological spaces, and livable living spaces is poised to be formed by 2035.
The "opinions" emphasize fully implementing the national food security strategy, strictly controlling the use of arable land, and protecting permanent farmland when constructing green agricultural spaces.
By 2027, the province aims to protect at least 50.21 million mu (3.35 hectares) of arable land and 36.12 million mu of permanent farmland, with 22.1 million mu of high-standard farmland built. By 2035, arable land and permanent farmland will not decrease, and all farmland will be converted to high-standard farmland.
To protect beautiful ecological spaces, the "opinions" stress strict supervision of ecological protection red lines that ensure ecological functions are not diminished or altered.
An ecological protection red line supervision platform aims to be operational by 2027. By 2035, a comprehensive ecological protection and restoration supervision system with modernized supervisory capabilities will be established.
The "opinions" call for strict control of urban development boundaries to create livable urban spaces. This would involve actively fostering central Guizhou urban agglomeration and implementing the "Strengthening Provincial Capital" campaign.
This plan includes accelerating the construction of Zunyi as a provincial sub-center. It utilizes three major national transportation corridors – the New International Land-Sea Trade Corridor, the Shanghai-Kunming Corridor, and the Guangdong-Hong Kong-Macao-Chengdu-Chongqing Axis – to guide the aggregation of infrastructure, resources, and major productivity along these routes, forming an urban spatial pattern of "one cluster and three belts."
The "opinions" specify coordinating project site selection, land use scale, and spatial relationships according to land space planning and ecological zoning management regulations to optimize infrastructure layout.
The plan coordinates the land use needs of water conservancy, transportation, energy, environment, and communication infrastructure, minimizing the division and environmental impact on natural ecological spaces. An economical and intensive land use system will be established, with land-saving evaluations for projects.
A multi-departmental coordination mechanism for infrastructure land use will be formed by 2027, and the modernization level of the land space governance system and governance capabilities will be fully enhanced by 2035.
