Zhou Hongwen, director of the Guizhou Provincial Department of Natural Resources and Planning, emphasized the department's commitment to enhancing natural resource management and contributing to Guizhou's high-quality development as part of China's modernization agenda.
Zhou outlined key strategies during a recent address, emphasizing the department's focus on ensuring robust natural resource support.
Strengthening farmland protection
Recognizing the critical role of farmland in ensuring food security, Zhou underscored the importance of safeguarding arable land.
Measures include enforcing the red line for farmland protection, establishing permanent basic farmland reserve zones, and regulating the occupation, compensation, and annual assessment of farmland use.
To address prominent issues, the province will conduct comprehensive reviews and intensify daily monitoring to prevent illegal land use.
Additionally, Guizhou will enhance its reserve of supplementary farmland, map potential resources, and develop optimized forestry and farmland layouts.
Advancing mineral resource development
The department aims to maximize the province's comparative advantage in mineral resources through precise and efficient mining initiatives.
Focusing on Guizhou's three key metallogenic zones and one oil and gas accumulation area, the department plans to conduct geological and airborne magnetic surveys. Strategic efforts include launching 64 projects to explore critical minerals such as phosphate, manganese, germanium, and coal.
Structural reforms of provincial geological survey units will also be expedited, including the professional reorganization of affiliated geological survey team teams.
To promote sustainable development, the department will strengthen mine supervision, evaluate large and medium-sized mines for green construction, and monitor mining companies' compliance with environmental standards.
Ensuring land use support for key projects
Zhou highlighted the need to establish a coordinated mechanism to prioritize land use for major projects. This includes the dynamic management of 447 significant projects in the energy, transportation, and water conservancy industries.
The department will ensure that land supply aligns with project needs while enhancing post-supply supervision. Efforts to stabilize Guizhou's real estate market will also continue, supported by an analysis of land supply and market trends.
Other key initiatives
In addition to these priorities, Zhou noted the department's commitment to accelerating the approval process for spatial planning, enhancing disaster prevention and control measures, and advancing major reforms in natural resource management.
"Our goal is to provide solid natural resource support for high-quality development and contribute to writing a new chapter of Chinese modernization in Guizhou," Zhou concluded.
