Digitalization to empower Guiyang natural resource planning

On Jan 7, the Guiyang bureau of natural resources and planning hosted a training session focused on promoting "digital empowerment" in natural resource planning.

Aiming to enhance the effectiveness of digital applications in the field, director He Moujun outlined three key approaches: recognizing the importance of building digital application scenarios, learning from successful case studies, and constructing digital platforms and application scenarios in the field of natural resource planning.

To ensure precision in building these application scenarios, He proposed the "Four Transformations" framework:

Standardization: Establish unified standards for foundational data, imagery, business processes, and application outcomes to meet national, provincial, municipal, and district-level requirements. This ensures effective supervision and seamless coordination across all levels.

Business process optimization: Prioritize data collaboration and information sharing by optimizing business processes. Streamline workflows from the application to approval stages, breaking departmental divisions and achieving inter-departmental synergy.

Data integration: Develop a comprehensive "One Map" data resource directory for natural resources. Implement responsibility lists for data collection to ensure full aggregation, unified management, real-time updates, and data-sharing services for various departments and the public.

Smart applications: Utilize advanced technologies like drones, remote sensing, and radar in areas such as planning control, farmland protection, mine monitoring, ecological restoration, disaster prevention, and land use. By integrating these technologies, isolated use cases can evolve into multi-dimensional, intelligent systems, driving innovative governance in natural resource planning.
