Optimizing spatial development and protection framework

Guiyang will accelerate the construction of a coordinated regional and urban-rural development system. Efforts will be made to enhance the service capacity of the central urban area while steadily advancing the orderly and compact development of Gui'an New Area.

The city will strengthen the Wujiang River ecological barrier in the north, focusing on protecting and restoring the ecosystems of key rivers such as the Qingshui, Gusa, and Xifeng. Water pollution prevention will be reinforced along water sources and transfer projects, and ecological restoration in rocky desertification areas will be enhanced.

Guiyang will ensure sufficient space for mountain-specific agricultural products to support modern urban agriculture. The city will refine its urban function and spatial layout by coordinating industrial planning, transportation systems, infrastructure, and land use. Space will prioritize artificial intelligence, big data, blockchain, cloud computing, and eco-tourism industries, driving deeper integration of digitalization and industrialization.

Enhancing transportation and infrastructure resilience

Guiyang will strengthen its aviation hub functions by expanding the openness of Guiyang's airport, reserving space for the New International Land-Sea Trade Corridor, and improving external and internal multimodal transportation networks. It will also develop a safe, efficient, green, low-carbon urban transportation system.

The city will strictly control groundwater over-extraction and enhance water use efficiency to improve water resource management. A coordinated approach will be taken to plan infrastructure for water resources, energy, environment, telecommunications, and national defense.

It will promote dual-use public infrastructure for regular and emergency scenarios, reinforce landslide and geological disaster prevention, and optimize disaster prevention and mitigation facilities to enhance territorial spatial resilience.
