The new regulations establish a comprehensive framework that spans the entire lifecycle of mineral resource development. Structured around key chapters – general provisions, mining rights, exploration and extraction, ecological restoration, reserves and emergency response, supervision and management, legal liability, and supplementary provisions – the ordinance seamlessly incorporates the core principles of the new national law.

It addresses critical areas such as the safeguarding of national mineral resource security, diversified methods of mining rights allocation, and systematic ecological restoration in mining areas.

Tailored to Guizhou's specific conditions, the regulations emphasize competitive allocation of mining rights, registration of mining property rights, and the development of a diversified land use mechanism for the mining sector.

Furthermore, it mandates comprehensive ecological restoration efforts and strengthens the supervision and enforcement of mineral resource laws.

A significant highlight of the ordinance is the clear delineation of responsibilities across different levels of government and administrative departments. It fosters a coordinated governance model characterized by centralized leadership, interdepartmental collaboration, and comprehensive oversight across all jurisdictions.

The regulations also advance multi-dimensional improvements in resource management and environmental restoration. These include clearly defined responsibilities for restoration, principles and procedures for implementation, encouragement of private capital participation, and standardized geological disaster prevention and waste disposal. Notably, restoration costs are now required to be factored into project budgets, with mandatory allocations for restoration funding.
