He Moujun, director of the Guiyang bureau of natural resources and planning, visited Qingzhen county-level city on May 15 to inspect and supervise geological disaster prevention and control efforts.
During his visit to the potential geological hazard sites in Qingjiao and Dazhai, He conducted a review of monitoring equipment, routine inspections, emergency drills, and relocation efforts.
He emphasized that as the city enters the flood season, natural resource departments at all levels must prioritize geological disaster prevention. Responsibilities must be defined and implemented to ensure effective risk mitigation.
He called for intensified risk screening, focusing on key areas, periods, and sites. He underscored the need for comprehensive inspections following the "three checks" principle: inspections before, during, and after rainfall. In particular, patrols should be increased during heavy rain to ensure hazards are identified and addressed.
He also stressed the importance of enhancing monitoring and early warning systems by strengthening the integration of manual and technological surveillance. Strict adherence to leadership duty shifts, 24-hour staffing, and the dual reporting system are required during the flood season.
He also urged swift action on hazard mitigation and relocation. He instructed local authorities to assess relocation needs, build a project reserve list, and expedite planning, approval, and execution.
