Guiyang, Gui'an achieve 100% safe construction land use

In 2024, Guiyang City and Gui'an New Area in Southwest China's Guizhou province achieved a 100 percent safe utilization rate of key construction land, delivering a "perfect score" in land safety management through four targeted strategies.

Building coordination mechanisms

Guiyang established a long-term, city and district-level management system for soil environment on construction land. Departments of ecology and natural resources work together, with land information shared in advance and environmental assessments conducted before land supply.

In 2024, all 74 residential and public-use sites underwent soil contamination assessments prior to development, preventing the use of polluted land from the outset.

Enforcing access control

The city strictly adhered to the principle of "investigate before development". Land repurposed for residential and public use cannot be developed without passing environmental investigations. A dynamic list of contaminated sites is maintained to ensure full-cycle supervision.

In 2024, several sites – including former aluminum plant areas – were remediated and safely removed from the contaminated land registry.

Enhancing technical capacity

A soil eco-protection expert station was established under Guiyang's institute of environmental science, bringing together national experts to tackle technical challenges. The city conducted baseline surveys of heavy metal elements in soil and piloted innovative models that combine soil remediation with urban development. A "parallel sampling supervision" mechanism ensured 100 percent compliance at soil monitoring sites across the city in 2024.

Encouraging public participation

Guiyang strengthened transparency by launching a credit record system for soil pollution control and remediation firms, disclosing performance and credit information to the public and inviting social supervision.
