The Guiyang bureau of natural resources and planning recently held its 2025 mid-year work conference to review progress made in the first half of the year, analyze current challenges, and outline key tasks for the remainder of the year.
At the meeting, Director He Moujun highlighted achievements in territorial spatial planning, farmland protection supervision, geological disaster prevention, and resource allocation. All major work areas saw steady progress.
Looking ahead, He emphasized six priorities. The bureau will accelerate the release of implementation guidelines for territorial spatial planning, conduct a 2024 spatial planning evaluation, and begin drafting the 15th Five-Year Plan (2026-30) for natural resources.
Meanwhile, efforts will focus on boosting land supply, supporting urban renewal, establishing differentiated review mechanisms, and vitalizing idle land through improved post-approval land management.
The bureau will also continue dynamic monitoring, promote land reclamation, restore degraded farmland, and push forward the "dry-to-paddy" land conversion project.
Other measures include cracking down on illegal farmland occupation and mining, increasing inspections, and improving case handling.
Technologies such as drones and InSAR will be used to enhance risk monitoring. Relocation from extremely high-risk areas will be completed on schedule.
Construction of the "Smart Zhuzhi" management platform will be stepped up, with improvements made to online real estate registration and efforts made to combat local misconduct. Integration of rural housing and forest rights registration data will also be strengthened.
