He Moujun, head of the Guiyang bureau of natural resources and planning, convened a special meeting on Oct 11 to review and coordinate the city's comprehensive land consolidation work.
The meeting gathered reports from districts, counties, and development zones, while representatives from the Agricultural Development Bank of China and China Development Bank's Guizhou branches explained relevant financial policies.
He stressed that comprehensive land consolidation is key to unlocking the potential of land resources and facilitating the flow of urban and rural factors. Guiyang's natural resources and planning systems at all levels are tasked with utilizing the city's mountainous terrain and urban-rural layout, using scientific planning and precise implementation to achieve multiple objectives, including farmland protection, ecological restoration, and industrial development.
He emphasized progress monitoring by setting clear timelines and measurable targets for farmland restructuring, revitalization of construction land, and ecological restoration.
He said that top-down coordination, strong communication, and field research are critical to securing policy guidance and resource support. Clear responsibilities for policy guidance, progress tracking, and problem coordination are essential to ensuring plans are accurate, implementable, and effective.
