Guiyang's Huaxi district has launched Guizhou's first pilot program enabling residents to resolve long-standing property registration issues entirely through mobile services.
On Oct 29, the Guiyang bureau of natural resources and planning, in collaboration with the Huaxi district's government, provided on-site assistance to residents, helping them complete real estate registration via mobile phones and receive long-awaited property certificates on the same day – a milestone warmly welcomed by the public.
The bureau has strengthened coordination between city and district levels, focusing on key stages including demand collection, issue analysis, documentation improvement, and certificate issuance. To date, Guiyang has registered 281 projects involving 157,291 households. Of these, 265 projects, covering 141,489 households, have already been successfully resolved.

To make services more accessible, the bureau moved registration services directly into residential communities. Through the "Zhuxiandeng" mobile platform, residents can now enjoy convenient real estate registration on their phones, anytime.
Guiyang is also building a long-term mechanism to prevent new registration issues through ongoing reforms and innovation. By providing full-lifecycle services across six key stages – land delivery, financing, project acceptance, home handover, property transfer, and deregistration – the system ensures faster, more transparent, and more reliable property registration.
This initiative protects citizens' property rights, enhances social stability, and helps stimulate housing market vitality.
