Decade of reform transforms property registration in Guiyang

The Guiyang real estate registration center has processed 8.33 million registration cases over the past decade, issuing 2.49 million property ownership certificates, including 749,000 electronic certificates, and 1.72 million registration certificates, of which 536,000 were issued electronically. The center now handles an average of 3,240 cases per day.

During this period, it collected approximately 450 million yuan ($63 million) in registration service fees and reduced or waived more than 6.22 million yuan in fees, benefiting over 6,700 small and micro enterprises and contributing to an improved business environment and high-quality urban development.

Guiyang established its center in 2015 as part of the national reform toward a unified property registration system. In recent years, major progress has been made in data sharing, cross-department coordination, and full-cycle services. Registration timelines have been reduced from 30 working days to a maximum of three, with online and offline services fully integrated. The city now operates 16 service halls and convenience outlets with 131 counters and more than 400 staff members, offering 255 types of registration services.

The center has also addressed long-standing bottlenecks by streamlining procedures and deploying digital services. More than 60,000 cross-department cases have been completed; over 70 percent of registrations are now processed the same day or within one day; and more than 990,000 cases have been handled online. Mobile and cross-province services have also been pioneered at the provincial level, significantly improving convenience, security, and public satisfaction.
