The Guizhou Provincial Department of Natural Resources intensified land reforms in 2025 to spur urban and rural development, introducing measures to standardize the disposal of idle land held by State-owned enterprises.
Coordinated approval mechanisms for land, forest, and grass use were advanced to improve the supply of construction land. Draft policies were also prepared to allow rural, collectively owned commercial construction land to participate in equity cooperation.
The province allocated 700 million yuan ($98 million) to 103 mineral exploration projects, with 11 projects passing field acceptance and discovering strategic mineral resources, including coal, phosphorus, aluminum, and manganese. A coordination mechanism for precise resource allocation was established, alongside improved bidding systems integrating pricing, technology, and commercial evaluation. Collective decision-making procedures were strengthened, and new approval systems were developed in line with the updated mineral resources law.
Of the 1,088 townships requiring independent territorial spatial planning, 772 have completed planning outcomes, while village planning control maps have achieved near full coverage. High-resolution aerial surveys covering 88 counties have also improved the accuracy of land data, while reinforced geological disaster prevention helped avoid 91 potential incidents and prevent significant casualties and economic losses.
