Guiyang promotes implementation of new mineral resources regulations

The Guiyang bureau of natural resources and planning recently held a training session on the Regulations on the Implementation of the Mineral Resources Law to deepen understanding of the new regulatory framework and promote the high-quality development of the city's mineral resources sector.

The training focused on five key institutional areas introduced by the new regulations. Participants received guidance on optimizing mining rights management, improving mineral exploration and extraction procedures, strengthening ecological restoration responsibilities, enhancing strategic mineral reserve and emergency response mechanisms, and upgrading systems for routine supervision and enforcement.

The session also outlined four major revisions in the new regulations: stronger support for basic geological surveys, clearer rules for the transfer and management of mining rights, expanded land-use guarantees for mining projects, and a more comprehensive accountability system for violations related to mineral resource development.

Drawing on Guiyang's resource endowment and management needs, the bureau proposed four measures to support implementation. These include standardizing the transfer of mining rights through market-based mechanisms, increasing geological exploration efforts for key mineral resources, addressing historical issues related to fragmented and underutilized mining rights, and improving land-use services for mining enterprises.

Officials noted that the updated regulations provide an important legal foundation for promoting efficient resource utilization, strengthening environmental protection, and enhancing resource security.

The bureau stated that it will continue to organize training programs and policy outreach activities to help officials enhance their professional capabilities and to ensure that mineral resource development and protection are carried out in strict accordance with the law. These efforts are expected to support the high-quality development of Guiyang's mineral resources industry.
